To make it hard to gain access without permission usually a algorithm which requires a shared-secret-key is used (only known by the ECU and by the applications who need access). Commonly used algorithms are i.e. WebHi all, I've been reading up on UDS, specifically the SecurityAccess service (0x27) and the Authentication service (0x29). For 0x27 specifically, I've seen work on reverse-engineering ECUs to get keys that work across the same make and model. And for 0x29, it seems they will use PKI between the tester and ECU (and potentially an OEM backend).
